Georgia Department of Community Affairs allocates $6 million for tornado recovery program

The Georgia Department of Community Affairs (DCA) has allocated more than $6 million to assist homeowners affected by the tornadoes that struck in January 2023. The funding supports the Homeowner Rehabilitation and Reconstruction Program (HRRP), which provides aid for repairs, reconstruction, replacement, or elevation of homes damaged by the storms.

Since its launch in May 2025, over 300 surveys have been completed and more than 200 full applications have been submitted to the program. Homeowners living in counties recognized as disaster areas are encouraged to apply for assistance.

The HRRP is funded through Community Development Block Grant–Disaster Recovery (CDBG-DR) funds provided by the U.S. Department of Housing and Urban Development (HUD). The program covers both traditionally built housing and manufactured homes.

To begin the application process, homeowners must complete a pre-application survey available online at georgiahrrp.com or by calling 678-233-2590 on weekdays between 8 a.m. and 5 p.m. DCA encourages all impacted homeowners to participate in the survey even if they have already completed repairs or are unsure about their eligibility. Those who have already filled out a survey do not need to submit another one.

Applicants must meet several criteria: they must have owned and lived in the home during the disaster, maintain ownership through final inspection, use it as their primary residence at that time, reside in one of seven HUD-recognized disaster-declared counties—Butts, Henry, Jasper, Meriwether, Newton, Spalding, or Troup—and own an eligible home type such as single-family homes, owner-occupied duplexes, mobile homes, or condominiums.

Eligible applicants who meet initial criteria will be invited to submit a full application for further review. DCA will determine award amounts after completing its review process.

“All impacted homeowners are encouraged to complete the survey, even if repairs are already completed or they are unsure of eligibility. Homeowners who previously completed a HRRP survey do not need to submit another one. Once applicants have completed the review process, DCA will determine the award amount for the homeowner,” according to information released by DCA.
