Kimberly Carter has been appointed as the new Deputy Commissioner for Community Development and Finance at the Georgia Department of Community Affairs (DCA), according to an announcement made by the agency on February 2, 2026.

Commissioner Christopher Nunn commented on Carter’s appointment, stating, “After many years in progressive leadership positions across every aspect of community development, I am thrilled to welcome Kimberly Carter to DCA’s executive team. Her experience will be crucial for Georgia communities as they seek assistance in their development strategies.”

Carter brings extensive public-sector experience with a background in regulatory compliance, process improvement, strategic planning, and collaboration across agencies. She is recognized for her ability to lead teams and communicate with various stakeholders.

Before taking on her new role, Carter held several senior positions within DCA. Most recently she served as Division Director of Community Finance. Her previous roles include Director of the Office of Community Development and Director of the Office of State Economic Development. During her tenure at DCA, she managed substantial federal and state funding allocations each year and oversaw economic development programs such as OneGeorgia, REBA, and downtown revitalization efforts.

“After 25 years in community and economic development, I am honored to be named DCA’s Deputy Commissioner for Community Development and Finance,” said Kimberly Carter. “I am grateful for the opportunity to aid Georgia’s communities in their various development initiatives.”

Carter holds a Bachelor of Business Administration in Management Information Systems from The University of Georgia. She is also certified as an Economic Development Finance Professional through the National Development Council. Her professional affiliations include organizations such as the Council of State Community Development Agencies, the Georgia Economic Developers Association, and the Georgia Downtown Association.

She begins her new role immediately.
