President Volodymyr Zelenskyy has appointed Kyrylo Budanov, the current head of Ukraine’s military intelligence, as his new chief of staff following the resignation of Andriy Yermak. The change comes after Yermak stepped down amid a corruption scandal that led to anti-corruption detectives searching his apartment.
Zelenskyy announced on Telegram that he had offered the position to Budanov, who has been leading the military intelligence service since 2020 and is recognized as one of Ukraine’s most notable wartime figures. Budanov confirmed on Telegram that he accepted the role.
Yermak had served as Zelenskyy’s top aide for over five years, including during the ongoing war with Russia. His departure follows increased scrutiny and pressure from both domestic and international sources due to allegations involving close associates. According to opinion polls by the Kyiv-based Razumkov Centre in March, 67% of Ukrainians distrusted Yermak.
Addressing the appointment, Zelenskyy stated that Ukraine needs to prioritize security issues and strengthen its defense forces while continuing diplomatic efforts in negotiations. He said Budanov “has specialized experience in these areas and sufficient strength to deliver results.”
The leadership change comes at a challenging time for Ukraine, which has faced recent military setbacks, ongoing power outages from Russian airstrikes, and unpopular mobilization policies. Additionally, a peace plan proposed by the United States would require Kyiv to make significant concessions, including territorial ones.
Budanov’s new role is seen as an effort to restore public confidence by placing a respected military figure in a key political position. His involvement in intelligence operations has earned him praise within Ukraine.
Following Budanov’s move, Oleh Ivashchenko will take over as head of military intelligence. This was also announced by Zelenskyy on Telegram.
“Andriy Yermak was among the country’s least-trusted top officials,” noted recent polling data.
After resigning from his post, Yermak said he would join Ukrainian troops fighting against Russia.
